Giving up all karmas, take refuge in me alone. I will release you from all Karmas; do not grieve. This teaching is never to be taught to the one who has no religious discipline, nor to the one who has no devotion, nor to the one who is not willing to listen, nor to the one who finds fault with me. - Bhagavad Gita (18.66-67)
The Gita verse tells us that Vedanta is indeed for everyone but it requires a certain disposition. The prior accomplishment of these attitudes secures the eligibility to learn this knowledge and this is the responsibility of the seeker. The seeker has to qualify himself by choosing a lifestyle and attitude that enables the assimilation of this knowledge.
That is all that is needed.
